Card velocity exceeded. The customer has hit their card's spending or transaction-count limit.
Will retrying the charge work?
Usually, yes. This is a temporary decline, so a retry a few days later often succeeds.
What to do about it
Retry after a few days when the limit resets, and email the customer to use another card in the meantime.
What to tell your customer
Your card has reached its spending limit. Try again later or use a different card.
